I joined UET Taxila as Vice Chancellor
in November 2010. Since then I am heading all the University
statutory bodies i.e., Syndicate, Academic Council,
Finance & Planning Committee, and Selection Board.
I am actively involved in streamlining
various processes and providing vision for the future
development of the University.

I am involved in post-graduate teaching and research
– transforming engineers having different backgrounds
and specialties into technical entrepreneur. I teach
Management Principles and Practices, Financial Management,
Marketing of Technology, Technology Enterprise, Technology
Issue Analysis, and Operations Management. Previously,
I have taught Financial Management, Organizational Design
and Development, Project Management, Human Resource
Development to Masters and PhD classes at George Washington
University and Balochistan IT University. I am guiding
graduate research on management issues of diverse nature.
Vice Chancellor
Balochistan University of Information Technology,
Engineering & Management Sciences,
Quetta (2001-2006)
I was the first and founding Vice Chancellor of Balochistan
University of Information Technology & Management
Sciences based in Quetta. As Vice Chancellor I was responsible
for all phases of University Development including but
not limited to education program planning and implementation,
project management including interaction with design
and construction management consultants, building contractors,
Provincial and Federal Governments, and Higher Education
Commission and other stake holders.
As Vice Chancellor, I headed all the
University statutory bodies i.e., Syndicate, Academic
Council, Finance & Planning Committee, and Selection
Board. As Head of the Institution, I was responsible
to provide top leadership in all facets of management
and administration. Steering the interaction with other
universities and academic & research institutions,
industrial organizations, national and international
development organizations, and civic society was routine
operation. Mobilizing the financial resources, from
Higher Education Commission, federal and provincial
organizations, national and international donor agencies
is an important aspect of our operations. While Vice
Chancellor at BUITMS, I established academic and research
collaboration agreements with University of Minnesota,
USA, George Washington University, USA, Glasgow University,
UK, University of Sistan in Iran, and Adelaide University,
Australia. During my tenure of five years, a fully functional
University with 3000 students, 250 faculty members,
about 20 graduate and postgraduate program and assets
of over 5 billion rupees with over a 1000 million on-going
projects were under implementation at BUITMS.
Director, Pakistan Telecommunications Authority, Government
of Pakistan,
Islamabad, Pakistan 7/1998 - 12/2000
Responsible for planning and implementation
of research studies for policy formulation and regulation
and sector development and facilitate decision making
at PTA. Prime focus was the institutional reforms, restructuring
and development of the telecom sector. I also managed
coordination function with international consultants,
and interaction with International Telecommunications
Union, Asia-Pacific Tele-community, FCC, OFTEL, and
the World Bank. Conducted technology issue analysis,
policy issue analysis, wrote licensing documents and
recommended policy alternates to the authority for onward
recommendations to the controlling ministry and government.

Department of Computer Science, Allama Iqbal Open University,
Islamabad, Pakistan 1/2002 – 8/2002
AIOU acquired my services for the
Design of Courses, IT Executive Development Program,
and Design and Development of Multimedia Content Delivery
Network. Apart from the development of these projects,
I recorded numerous Academic Programs for Broadcasting
and Distance Education which are regularly being broadcasted
at International Hookup.
Management Consultant, M/s ADP Inc. New York & Professor,
George Washington University, Washington DC.,
USA from 01/2001 – 12/2001
Lead the Telecom and Network Engineering
Team to set-up WAN links, Installation of Brokerage
Processing Advantage Application (a legacy application
of ADP), IBM MQ Series, Sybase 12-0, Oracle 8i, ConnectDirect-NDM,
and OPC Tracker on remote Servers of client organizations.
The analysis and development, deployment of a multimedia
application “bidwell monitoring system”
was main project. The development of the project implementation
plan for fresh installations, conversions and coordination
for the execution between mainframe, networking, datacom
groups and client's IT project teams was also my responsibility.
The development of the application documentation, actual
installation of various tools, testing the installation
and declaring ready for production are the main responsibilities.
During this period, I taught Systems Engineering Program
Management at GWU.
President, Systems in Social Science Limited,
Pakistan & USA, 1993 - 6/1998
This was a top management position
that involved the business development, procurement
including writing proposals, interacting with clients
and managing the technical teams, and providing technical
and administrative leadership. I managed numerous research
and ITC development projects in Pakistan and in USA.
Major clients were Unisys Corporation USA; Department
of Human Services, Washington DC; Center for the Study
of Social Policy, Washington DC; Government of District
of Columbia, Washington DC; State of Virginia, Maryland
and Connecticut; National Institute of Electronics,
Government of Pakistan; Overseas Pakistanis Foundation,
Government of Pakistan; and Ministry of Education, Government
of Pakistan.
Management Consultant: Department of Human Services,
Washington DC. 1990-1993
At DHS, I performed system administration,
re-engineering of Ward Tracking System, developed system
documentation, and performed staff training. The project
involved the up gradation of the operating system, database
software and re-engineering the system for porting to
platform independent operation. The Ward Tracking System
was an operational system running critical client tracking
and financial applications including periodic payments
to service providers. Up gradation and re-engineering
was done without affecting the operations. The WTS supported
over 200 Case Workers at six locations in Washington
Metropolitan Area.

USA, 1989-1990
I acted as resource person for the
company teams on numerous research projects for FHWA,
NTRB, and VDOT. Numerous engineering field studies for
Mark Winkler Company, Crown American Corporation, and
Baltimore Harbor were conducted. I was also involved
in long-range urban planning study near Colonial Williamsburg.

Graduate Research Fellow Federal Highway Administration,

At FHWA I was involved in the Design
of Inertia Measuring System. A machine was designed
to measure the height of center of gravity and moments
of inertia of heavy vehicles in roll, pitch and yaw
for vehicular safety studies.

Development Bank of Pakistan,
01/1983-01/1987
As Assistant Director Project Loans
Department, I was responsible for the technical and
financial appraisal of industrial proposal and feasibility
studies submitted to the bank for financing. I was also
responsible for the monitoring of the project execution
and routine interaction with Asian Development Bank
for the ADB funded projects.
